Procedures for the Committee
All meetings require a quorum, a simple majority of council members. A council member who cannot be present may send a substitute and shall inform the council chair before the meeting of such a substitute. The substitute shall have the same voting privileges as the absent council member. Proposals shall pass when a simple majority of those present vote in favor of the proposal. The chair of the council is allowed to vote along with all other council members. Proxies may not be counted as votes. The absent member may send a substitute to vote in his or her place. All meetings are open to interested persons in the USFSP community (as broadly defined). Visitors may speak at council meetings upon recognition of the chair. The council shall record minutes of each meeting. The minutes shall include the date, time, and locations of each meeting, a list of members and guests present, and a discussion of the topics of the meeting. If a proposal is rejected during the council meeting, a statement of reasons why the proposal was rejected shall be recorded.
Procedures for New Course Programs, Substantive, and Non-substantive Changes in Existing Courses
Step 1: An academic area will submit all completed forms and documentation to the chair of the Curriculum/Program Approval Committee. Please complete and print out the appropriate form(s) as needed: Criteria for Reviewing Proposals
Step 2: The chair of the council shall call a meeting of the committee no later than 30 days after receiving such a proposal, assuming the proposal is received no later than 60 days before the end of the current academic year. Proposals received after such date shall be considered no later than 30 days after the beginning of the succeeding academic year. Proposals received by the chair within 30 days at the end of the fall semester shall, at the option of the chair, be deferred by the committee until the following spring semester. In this case, the council shall review such proposals no later than 30 days after the beginning of the following spring semester. The initiator of the proposal shall be informed of the date, time, and place of the meeting.
Step 3: After appropriate discussion and voting procedures one of the following actions shall be taken:
- Approval: A recommendation for approval will be given to the College Council
- Disapproval: A recommendation for disapproval will result in the proposal being returned to the originator of the document with a statement of reasons for the committee’s disapproval
- Deferral: If a motion to defer voting on the proposal passes, the committee will outline the steps necessary to bring the proposal back for action by the committee.
